The evil terrorist that attacks 'us' for 'our' freedom is a fear based scheme that can be completely invented (since fear is a strong emotion for which a hint of danger is enough), or it can be created by opening hundreds of military bases in foreign countries and propping up foreign despotic regimes. The disadvantaged and coerced will find the source of the funding that holds them down and strike out against it where it seems most easy to interrupt. This weakest link will be your tax slaves, as they fund your coercion machine, which props up their coercers. Although it seems unwise to have the tax cattle scared and some even killed, if you are the sole security provider, you will only milk them for more afterwards.

Don't ever give a commission the task to find a definition of terrorism. Commissions have tried (1985; Edward Peck under president Carter, came up with 6 definitions, which were all dismissed) and failed to give a definition that included your enemies, but did not include you. It is an emberassing display.
